When the DNO supply new PME supply, with DP Isolator do they leave access into earth terminal to connect earth or is that sealed? What is normal procedure/practice?
Normally the cutout will be left fully sealed, with the suppliers earth from the cutout terminated into a SP henley block, which is where you would connect your earth to.
I have seen cases where they have fitted a new service head and poked the consumer's existing bit of rusty old earth wire to it, and sealed it shut.
I would have said it is best to put a nice new piece of 16mm G&Y, that reaches their position and is connected to your MET or earth block ready for them to connect for you to avoid any difficulty wanting to connect it later after they have sealed the terminal
