New porch and existing underground utility services.

Hello all,thank you all for the previous help.

We have just got PP to have a new porch constructed.
Today we had a local builder quote and we asked about the utility services which the porch solid floor will cover,he said all services can be covered with a solid floor.
Is that good advice ? He wants to start tomorrow !

hate to say this but if he is free tomorrow - why?

You should ask your utility network provider not the builder (why would the builder want a load of extra hassle on a job starting tomorrow?)
If the meters are outside now, the answer will definitely be no, budget 1k+ to get them moved plus the internal work

Thanks for the replys,another builder will do a quote in the morning.
We want a fully inclusive quote,where the builder liases with the power utilitys. Builder 1was fine with that and so is builder 2 all discussed on email.
