New wall light run off old 30amp supply

So assuming that I can and will run the cable through the coving, I could presumably also include a maintenance-free junction box in there, to reduce the 30amp cable to something more suitable.
I don't think you've said exactly what size the "30A" cooker cable is (6mm², 10mm² or whatever), but I rather doubt that you would be able to find a maintenance-free JB that would accommodate it.

Run the cables through the coving again? Or up into the ceiling, in the hope that the joists run in the correct direction?
Either from the existing light in the ceiling to the wall light, and a cable from there to the switch via the coving.
Or cable from light to the other wall, along behind coving to the switch, and another from the switch to the wall light position.
 
Or a cable straight down from a wireless switch on the ceiling or at the top of the wall.
