My wife has a flat that she rents out,the tenant has said the heater is not working. There is power going to the heater and the thermal cut out is not tripped. Any ideas. I WAS a qualified sparky 20yrs ago but not been in trade for a while. Not sure if there is a thermal cut out on them or elements are shot..? Any advice would be welcome

There is very little in these things to go wrong.
Usual culprits are the thermal fuse or cutout - frequently caused when tenants hang towels or other clothing on them to dry.

If not that, then the elements have failed - did this heater get cooler at one side for a while before it stopped working completely?

The last options are the input control, or internal wiring has failed in some way. Both very unlikely.

All of the above can easily be located using a continuity meter. On most of them, the element terminals can be accessed at the bottom of the heater without removing the bricks or elements. The rest will be at the top where the control knobs are - all very obvious once the front panel is removed.
