Do you mean there is NO electricty supplied to the house at ALL!!!
If that is the case you need to contact your DNO and have a supply brought in!!!!!
If you mean there is a service head and a meter then you will need a consumer unit appropriate for the supply.
You are best in this case asking an electrician to survey the electrical supply and advise you

Depends on house size and load requirement.
Loads of houses have 65a supplies, more modern larger houses have 100a supplies and very large houses (the sort that might have outbuilding and swimming pools) will have 3 phase supplies.
The standard sized tails are 25mm sq, with a 16mm main earth tail if TN system.
Could you elaborate on what you think you need, will you have outbuildings, what sq ft is the accommodation in the property ?
