No felt under roof slates - possible to retro-fit?

Hi all, I am currently boarding out my loft to allow for some storage, however, there is no felt under my roof slates, and lots of dust and muck gets blown into the loft under the slates.
I was wondering if it would be possible to fit a breathable membrane under the rafters to keep the interior of the loft a bit cleaner - I was thinking of something like Permavent Eco stapled to the underside of the rafters - does anyone know if this is adviseable, or would it create a new set of issues?

My next question is how I should attach the membrane to the rafters. In option 1 in the picture below the membrane is flat across the bottom of the rafters, in option 2 it is "wrapped" round the rafters - is either of these methods preferable to the other?
