The slight fuel driver shortage, or at the very least the lack of enough margin for contingencies, was what caused the first panic buying.

Well, that's debatable! The first panic buying was caused by a media intent on causing trouble to sell more media.
Somebody from the industry said (sorry, radio, no idea who they were) that we have plenty of fuel and enough tankers, so long as everybody just buys what they usually use.
No point in have contingencies for panic buying, as 999 weeks in every 1000 those contingencies would be sitting around doing nothing and costing money.

Operations at as many as 100 BP services stations have been disrupted and several forecourts closed because of a shortage of tanker drivers, as Brexit-related staffing problems in the haulage industry continue to bleed into other sectors.

BP blamed the disruption on “industry-wide driver shortages across the UK” and said it was working with its haulier to minimise delays. “We are experiencing fuel supply issues at some of our retail sites in the UK and unfortunately have therefore seen a handful of sites temporarily close due to a lack of both unleaded and diesel grades,” it said on Thursday.

BP has more than 1,200 service stations across the country. Between 50 and 100 sites are understood to have run out of one or more types of fuel, because of delays in resupplying stations at different times. ExxonMobil said a “small number” of the 200 Tesco petrol forecourts it operates via its Esso unit had also been affected."
 
Bloody dangerous. And what are they going to do with bottles of petrol? Hope they are not planning to drive around with them, or store them in their kitchen until they "need" them.

Yes, but it was never a case that the petrol was going to run out - only BP were affected (based on what I heard), there was still plenty of petrol elsewhere.
But maybe they were bullshitting on the radio.

No. Have they said they have a shortage? Texaco said that they had no issues (other than people now buying much more than they need)
 
I have not heard from other companies so do not know if they have shortages or not.
So "only BP and Esso have shortages" may or may not be true.

The more petrol they deliver the more profit they make, so they are already strongly incentivised to have sufficient drivers.

In some districts different brands are filled from the same tanker.

Ministers recently set out plans to streamline the testing system for lorry drivers to ease the labour shortages within the industry and avoid further delays to supplies reaching supermarket shelves. Paul Scully, small business minister, on Thursday said the government was concerned about the “stresses” at BP. “This is why we are having regular conversations to see what government can do to increase testing, to increase the supply of drivers and bring drivers back,” he said. “We also want to see what the industry/sector can do for themselves.”

But the government has resisted calls from hauliers to give foreign truckers an exemption from post-Brexit immigration rules that bar them from being hired in order to help fill the gap.

Instead ministers have insisted the solution is for employers to recruit and train more UK-based workers."

So a very minor shortage has been turned into panic buying and generally serious shortage, just like the panic over toilet rolls.

That's a panic causes, and very dangerous too. The drinks bottle is not designed to contain petrol and will likely dissolve, spilling petrol all over the car's interior - hope she doesn't light a fag, or she may pay for her stupid panicking with her life.

Me - I have 2/3rds of a tank and have absolutely no intention of seeking more. The tractor/mower has a couple of pints left, enough to see this season out. I have five fuel containers sitting empty, with no intention of filling them - panic, what panic?
