Because it's probable that people will want to keep filled up, and unlike after the strikes there aren't the drivers to get it back to normality quickly!
Even Shapps (who has blamed anyone he can think of except of course himself/the government) has said...

"It is certainly going to take a considerable amount of time to alleviate this long term shortage of drivers which has gone on for five years."
I wonder what happened 5 years ago?
Could this possibly have anything to do with a referendum vote?
