No heat ! Grant boiler low pressure - will not fire

I have a Grant Vortex Oil boiler that will not fire, so we have no heating or hot water at the moment.

The Low Pressure light comes on, so I have turned both black taps on but nothing happens (I was expecting the sound of rushing water). This is what I have done so far:

I disconnected the fill loop hose at both ends and checked that it isn't blocked.

I reconnected the bottom of the hose and opening the bottom tap sends water through the hose ok.

I have checked that the black taps actually turn the brass knob beneath them.

I have checked the stop cock and it's on full and water pressure seems ok.

The gauge is reading 0.25 at the moment and doesn't move when the taps are open. The house has been empty for a few weeks so we don't know when it stopped working.

Can anyone suggest anything else to try?

The top valve is a check valve ( one way flow only), and it's jammed / stuck closed .
 
Thanks. If I turn the water off at the stopcock, can I just remove this valve and pick a new one up at a plumbers merchant?
 
Is that an arrow on the side pointing down? If so it's the wrong way round.
Actually I think it should be pointing down anyway. There is a separate isolation valve on the cold inlet, on top of the boiler, is that open and working?
