But what about the water on the plane like in the toilets they could easily take the powder on the plans and mix it in the toilet or even p.i.ss in the bottle.

For gawds sake do not be mixing liquids by hand in the bog ... There are pinhead surveilance cams fitted .. A hint of mixing naughties (or anything else) and sluuuurpp they depressurise the old bog house - instant solution .. Could leave one gutted, to say the least.
