What stop cock you use is up to you, from a remote control version
to what you already have, they all do the same job, some one has clearly removed the handle or wheel but simple spanner can be used

Wow well I've learned something today, never knew that barrier MDPE could have the barrier removed to make it fit a standard fitting. Thanks for that.
And yes, use a spanner or buy another brass stopcock and take the handle off it
