Noisy filling toilet

I have just had a new toilet and cistern fitted. The problem is the noise that comes off it when it has finished filling up. The cistern fills up gradually then when it gets to a certain level it shuts off. A thud sound proceeds and the pipes sound like they vibrate.
It used to have a ball cock in the cistern but now it has one of those plastic boxes instead. I have had a quick look. It has a filter shoved up the water feed pipe.
Any help would be great

Had a search mate but couldn't find anything. I don't know anything about plumbing.

The plumber I used is going to get his plums kicked if I come across him again. He is not answering his phone.
 
Sounds like you've got a nice new plastic cistern with the internals that look like something out of Star Wars. I don't know what these are called but I know they do tend to shut off with a bit of a thump if the water pressure is high. The spiral thingy in the inlet is a reducer. Have you tried turning down the main stopcock?
