NON CONSISTENT HOT WATER PLEASE HELP

I have a Heatline Capriz 28 boiler. New Heat exchanger, new diverter valve, new outlet let pipe. Central Heating works fine, but the problem is with the hot water. When turning the tap on, the water temp is not consistent e.g. hot, warm, cold on loop. The flame indicator on the boiler switches between being on/off a tap is running. Plus the pressure dial seems to fluctuate when this happens. Again, it loops, flame icon comes and goes. I have attached a few pics. Please help. I've had professionals look at the boiler and the issue is baffling

Hi. Yes, all my taps are mixer. Including the shower. Its starting to become a little costly now having replaced a number of Components. .
Any ideas

Simple tests should have been carried out before replacing components. This rate it would have been cheaper having a new boiler.

Yes, are you able to isolate the cold feed into the boiler? If so, do this and run some hot outlets. If you get water trickling or decent flow you have let by of a mixer.
 
Thanks. I just tried this and no water came out of the hot tap. Managed to switch the cold feed back on.

Have you heard of any other situations like this?
A few. Often the tie diverter or motor, but you said this has been changed along with I’m guessing the plate heat exchanger, which would be the next idea. However, you mention the boiler isn’t seeing the hot water demand, so could be the flow sensor.
