You have posted that before. From vague memory wasn't it a lamppost cover with a trapped wire?

Looks to me like it was caused when someone was holding the lamp post at the same time as steadying something being craned off a lorry, and the crane came into contact with an overhead 11kV cable and the guy in question made the hole with his finger.
