Many older flats have bodged electrical feeds, it's common place in these types of installation, a piece of 16mm t+e feeds a flat over 30metres away from the main switch room intake position!

I once saw a single 100 amp main intake, sprout SIX further 60amp sub fuses to feed six separate flats in a Victorian building in Central London!
