Novice decommissioning Honeywell alarm

I'm not an alarm expert, but the general gist is that the sounder is 'held off' by being supplied with 12 volts constantly. This power is supplied via the mains, until the mains is cut or disconnected, in which case the panel battery takes over and continues to supply the hold off wire. If the hold off wire is cut or disconnected (or the power and battery are disconnected) then the small battery inside the sounder takes over and causes it to sound for 20 mins or so. This is why some alarms sound when there's a power cut - the panel battery is flat/old/knackered so there's no power to the hold off so the sounder battery kicks in.

So, if you remove the battery from the sounder, and the battery from the panel, and the mains from the panel - all will be quiet. FWIW my internal sounder works perfectly well without its small back-up battery fitted (but obviously won't sound 'on its own' ie if the power and battery are cut).
