Not really no. He's saying that we should make training British doctors and nurses cheaper and more accessible to those that can't afford it. We still need those that are here already, that isn't going to change anytime soon.

We have a shortage of decent tradespeople too. Apprenticeships are rare.

I havenever understood the qualification route to become a Dr in our country. If someone hasn't quite got the grades they will not be allowed into medical school to study, yet we import Drs from all over the world where most of them wouldn't meet our criteria for entry into our medical schools. Some from places where even a pen and paper is considered a luxury item but yet turn out good Drs.
