Oil Boiler Lockout

Hi guys, I’m having an issue with an HRM Wallstar oil boiler. I have completely replaced the burner for brand new but it is still going into lockout. The pressure is building up and it fires up then gradually the pressure drops off and goes into lockout, if I manually bleed off some oil before it loses too much pressure then it fires up again.
Is there a problem with the NRV?
Is it an Oil supply problem?
Please help!

Definitely bring in a experienced oil service engineer. New burner should have been set up engineer.
You might have a leak on oil line
