Is there an up to date list anywhere of boiler that can have the CH water temp controlled with Opentherm?

You wouldn't want an Ideal anyway so I wouldn't let its ommision put you off! ;)

Joking aside that list is dated Oct '09 which does sound somewhat out-of-date however just because the Ideal Logic+ may implement Opentherm doesn't mean it will have been officially tested and authorised to carry the logo (and feature on the list). Potential reasons will be many and varied but will usually be down to incomplete support of the protocol (read: they've b@stardised it for their own use).

I could be wrong in this particular case as I am not at all familiar with that boiler - does it claim to be fully compliant?

As a general note of caution, be aware that just because a controller/boiler may officially support Opentherm it does not mean that it will necessarily support/implement any particular given feature (e.g. independent CH temp in this case).

Not at all. Support for a particular functionality such as CH temperature control is a capability issue of the boiler itself. No controller can exploit a function that the boiler itself does not provide.
