Out Building being used as full time workshop

Hi, I would appreciate any advice or suggestions.
A few neighbours have been having issues with a local neighbour who moved in and built an out building at the end of the garden. There is a private access road behind the out building so he is now using this as a full time workshop to fabricate metal works.
This is his full time business and advertises as such and repeatedly states on social media this is his main full time business.

The issue is the business has grown over the years and the daily noise and delivery vehicles causes issues in a residential area.

This was flagged up with the LA and they have investigated and replied stating this is not solely being used as a workshop and that upon a site visit they saw the building was being used as a garage/workshop and gym (because there was one boxing bag in there).

We are all a bit surprised at the response from the LA, any ideas where to go from here?

Did the outbuilding go through any formal Planning approval process or was it done via PD?
 
Wrong part of the council to contact

Try building control - business use of non business building and fire safety
Revenue - business rates, council tax
Environmental heath - noise and nuisance.

Also complain formally to the head of the planning department and log deliveries and times etc
