Outdoor tap connection

Hi guys

We have an outdoor tap, but never worked since we moved here. Decided to have a look. When you turn the tap on outside only a trickle comes out. So went to where it connects to the downstairs toilet tap, unscrewed the hose connection and turned on tap there, and still a trickle, so must be the connection with the tap pipe. Here is pics of the connection, anyone got any ideas on what to try to fix this?

I would get rid of that fitting as they only create a small hole in the pipework and therefore let minimal water out to feed the external tap.

I would cut into the pipework with a tee piece and then pipe up to your tap meaning you'll have good pressure. (Remember to cut in an isolating valve as well so you can isolate in the winter)
 
Do you have loft tanks? - if so and this is coming off the downstairs cloakroom basin then there is every chance that it is tank fed and therefore low pressure hardly worth running an outside tap off this.

You'd be better off finding a suitable mains supply pipe and cutting into this (water off of course!) then fitting an internal isolator, double check valve and drain-cock for an external bib tap.

Turn the tap off, loosen the locking nut, disconnect the hose at the bottom, give the tap unit a couple of turns, reconnect hose turn tap on and see if that helps. Quite often these self cutting taps only just penetrate the pipe letting through a trickle. They need to go in deeper.
 
Thanks guys, lots of useful info, really appreciate it. How much do you think a plumber would charge to install a T piece for this?
 
the problem is with the connection onto the copper pipe the cutter is mild steel rusts up and blocks the pipe,replace it with a stop tap and double check valve.
