Outside casing of oil central heating boiler is very hot

Radiators seemed very hot so I checked boiler settings. The setting was about 67 degrees however the boiler casing was very hot. Is this normal and I just haven't noticed it before.

Radiators are thermostatically controlled. No room thermostat.

What boiler is it? Is there any insulation on the water jacket or the inside of the case? Is it hotter than your radiators or about the same? Is it hot all over or in a localised place?
