Here's a quick one; do outside security lights need to be protected by an RCD?

Outside fixed equipment is not required to have RCD protection.

Also consider that cables need protection against direct exposure to sunlight. Best to use Black PVC or rubber cables.

No, adding an external light does not come under part p so long as there are no outdoor switches, junction boxes etc and the supply is not a new circuit from the consumer unit and the connection indoors for the light is not made in a special location etc.
