Two questions:
Does an external light need to have an RCD? My house has one outside light on a switch FCU from the ring so has RCD. Another comes off the lighting circuit in the garage and does not have RCD protection.

I would like to add LED downlights to the front soffits but I think that as I want a PIR to control them it would become notifiable if I do it myself?

However you do it it's notifiable, strictly speaking.

But as Approved Document P erroneously says it's not, as long as there are no exposed outdoor connections, if you keep all the cables in the loft you'll get away with it.
