PTFE is designed to lubricate a screw fitting so you can get it tighter so it seals.

Rubbish!

On threaded joints the PTFE/Loctite55/hemp & compound form the seal - PTFE is used because is has a low friction
coefficient and will allow the fitting to slide over it without being pulled out of the thread.

Without a thread sealing substance the joint would leak.

BS7671 will state that conductors should be insulated as per there voltage band and the reference method of installation. Heat Shrink does have a BS number and does come with a product data sheet, even screwfix will provide a product data sheet if you request one from them.
 
PTFE is an excellent insulator as well, so if you've just crimped some twin and earth and don't have any heatshrink at hand, wrapping the joint with tape will help stop those pesky electrons getting out so you can bury it in the wall!
It is also nice and clean on the reel and can be used as a handy bandage if you have a nasty accident with sharp things. I have used it loads of times on cuts and it stops the bleeding and does not stick.
