painting newly plastered walls

Can anyone advise,
I have a new conservatory and the plaster is ready to paint, when looking in my garage I came across a full tin of all purpose primer would this be suitable for a first coat followed by emulsion.

Nope

First coat should be emulsion 'mist' coat thinned by approx 25-30% water
