Painting soft wall.

HI All, I recently bought a house and wanted to paint one room (internally).

I realized that one of the side walls is very very soft and paint is coming off it. There is a hole (electric socket is hanging from the wall) and can see the wall is made of insulation material. I don't know what is behind that material but is this something normal.

How to we paint or decorate such wall.
