Patio fix

Hi,

Advice welcomed for this. How do i fix the edging of this decking? Do i just lift the bricks out, add more sand, smooth over and replace? I presume its sand under there. I dont think the sleepers have moved at all as they are concreted in but then that makes me wonder why they have sunk on the other side as well by the other sleeper?
