I have a few garden tools with broken handles, they are of the type with a tapered wooden handle into the tool, does such a device exist that can sharpen a standard broomstick to a point?
I have no access to a lathe.

Or is there a particular technique that be employed that will ensure an even removal of material all round.

Whittling will pass the time.

Ulysses S. Grant did it all the time on campaign.

Abrasive wheel with the power tool clamped to the bench.
Gently rotate the broomstick to get the taper

I remember seeing this guy making dowels with jigsaw blades. Would this work?

What you really want is an enormous pencil sharpener.....and this is what comes up when you search for that.....

Yes but they are not cheap, partly because the only ones I have seen come from the US.

Here are 30º & 45º versions

If you have thousands (tens of thousands?) of really big broomsticks to deal with and four flat sides will do then one of these might do!
