Pipe insulation on overhead cables

I see this all over the place when any work is being done to the outside of a building. The cables have pipe insulation on them where they are near the buildings. I have even see this on concentric feeds! Is it to protect the cables or protect the builders? Same thing with plastic bags wrapped around cables as well. When it rains all this soggy insulation and wet plastic bags cant be very effective?
 
I suspect the 'pipe insulation' is added to reduce the chances of any mechanical damage to the electrical insulation, rather than as additional electrical insulation.
