I wouldn't worry about it, its just the central heating system pipes. 
Definately code one, a little knowlege can be a dangerous thing in some cases!
Best get some insulation tape around that pronto

Assuming the conduit is earthed
Could add a microwave too, to balance the phases

Wire the 2 telly's up in series, 400/2 = 200, sorta about right innit.
I'd say 'dont try this at home' but i doubt most actually could!
