When taking off the distribution board cover to do testing, the busbar is exposed where there are no MCBs. Is this dangerous?, as the board should be isolated if removing the cover, so the busbar would not be live!
Would rating on a PIR would it be?
a) 1 - as it could be dangerous
b) 2 - as it requires improvement

It's exactly as you say, shouldn't be live with the cover removed.
If all fixings, blanks are in place and the enclosure meets required IP ratings then I'm not sure a coding would be necessary.
 
What make is the board?

Is there supposed to be some busbar sheilds which are missing?

Did you need to use a tool to remove the lid?
 
Gary is right, by having to remove the cover to gain access and the fact it can be isolated means no code.
