The soffit of my bungalow has recessed lights fitted which work off a switch in the hall
Can I fit a PIR Sensor to switch these on as I approach

Ye s you can .
There will more than likely be a junction box somewhere, as the neutral to the lights will probably come from the downstirs light circuit (as will earth).
The live and switched live from your switch.
So between the jb and lights the pir will be wired in.
The pir will have a terminal block for Live, Neutral, Earth and Switch Live from your lights.
 
Also worth noting is that the supply should be RCD protected, and I'd hazard a guess that the current installation wont be if the supply comes from the downstairs lighting circuit. You might find yourself having to consider fitting a seperate RCD onto this circuit, or installating a new dedicated run from an RCD protected way in the CU.

The first option is more desirable, as installating a new circuit is notifiable.
