Planning permission needed for sign light?

As the title, would planning permission be needed in Scotland for a tube light such as one of these: http://www.portlandlighting.co.uk/index.php5 to light a temporary banner on the side of a church? (Light will be there permanently, but banners will only go up for a week every few months.)

From the links in the Wiki, a warrant is not required, but I can't find info on planning permission after a quick google.

Or, should I just put it up and hope no one complains? It would be around 50m from the nearest house.
 
Best advice is speak to the local council planning department.

They after all will be the people who will take any necesary enforcement action if the light creates annoyance or other problems in the area.

If you have their agreement then you are ( almost ) secure from any actions to remove it.

My parents had to take down their illuminated house sign after neighbours reported that it was erected without planning - it was tiny, only about a foot tall, on our property and looked very 'in style' with the area...yet they still had to remove it and await planning.

Ridiculous.
