the easing up off regulation refers to easing the process to make them easier and quicker in some areas on what will be permitted works

Something that could go in your favour would be the presence of any existing buildings on the site, e.g. barns. If this was the case, the LPA may allow demolition of the existing and re-build of the new under similar areas/volumes so there is no increase in building area/volume.
