Please help how do I Fix this

At the top of one wall / ceiling the plasterboard was bubbling on the tape.
I have cut the bubble out and I was tempted to take the whole tape off.

It now looks a bit of a mess have I done anything wrong?

Should I just fill the bit I have taken out and if so what should I use. Do I
Try and stick the other end back up?

Should I just take the whole tape of and fill all along?

Any help would be great.

fill it and sand it down,then repaint.
what you removed was either a paper strip or scrim,used to join boards together.
 
Is it important should I take it out all along so it does not bubble in the future.

I am just about to start another room and the same thing has happen last time I just filled it with polycell one fill but it does not look great.

I am going to cut away the bad piece again should I replace the tape or could I just use easi filler.
