Polythene bays on motorway verges

Over the last few weeks, I have noticed quite a number of 3-sided enclosures (like a sheep pen with an open front) beside the A3M on the verges or sloping cutting sides.

They seem to be made with sticks poked into the ground with translucent polythene where the panels would be. The open side faces the road. The verges are generally grass not scrub. The sides are about a metre high. Size varies.

Does anyone know what they're for?

I think not...

See-through sides, and the open end facing the road!
 
actualy you are all wrong.

its so the "workers" can dig a hole (without all the junk blowing in), police are looking into it
