Why is it difficult to find "backing rod" for purchase except online? Is preferred to use expanding foam or something else instead?

What do you need it for?
I wanted to put it in the gap between a window frame and brickwork before using sealant.

Use spray foam, backing rod is better where gaps are uniform, unlikely round a window.
I've used strips cut from pipe insulation to fill gaps which seems to work ok.
