The exact wording of the law - interpret as you may.

(a) the installation of a new circuit;

(b) the replacement of a consumer unit; or

(c) any addition or alteration to existing circuits in a special location.

2014 is after 2004 so there will be a paper trail

Having been involved in the selling of a house, I know there is a standard question asked of the seller, has anything been done electrically since 2004 if so where is the paperwork, since he knows the date of kitchen refurbishment the answer must have been yes and so there will be a paper trail or the solicitor would not be doing his job.
 
I think you will find that a reply to the paperwork question can be 'not available' or some such. The most likely reply in the event.

It is probably tricky to say "not known" if you've lived there since before 2005.... ;)
