If you have already checked the power supply to the boiler and your sure its the board, then issolate from power supply completly and check. now access the PCB and note where the wires and plugs are going in(digicam photo good for this) remove old board and replace with new ensuring correct connection reasssmble and check operation.
Note, as well as the fuse from issolator there are fuses on the appliance as well.
Check the onboard fuse first., under the green cover. Should be 2AT.
Recently found one blown for no apparent reason, then found it had been replaced with one too small.
It was on a BG contract and after the previous repair the owner had been told "It could GO at any time, you need a new boiler". Funny that, as the pcb is only a year old. How could that fuse have got in there?
