Power Outlet?

Hi I have only one power outlet in my hall but it is to far away for a lamp I want to use. There is one of these in the place I do wish to place the lamp. Is this an outlet?

Joe it that position low down assay normal socket height, or higher up as say a light switch might be?

Could you take the screws off and photo the insides and post? Then we can maybe take the cryptic edge off the maybe.
 
That's a blanking plate, but from the picture it's impossible to say what it is blanking off, if anything. As said, a picture of what if anything is behind it will help.

Is that picture the right way up?
 
Thanks. Opened it and the only thing there is the bracket to hold the faceplate. I don't understand why it is there if there is no purpose though.
 
it will have done something at one point, once the cabling was removed, it's easier to put a blank plate over a box than make the wall good again
