It`s enough to deal with electrical problems but dealing with human participants with varying conceptions of fair and unfair you have quite a complexity.
Add in a dash of legal complexities and you might have a novel to write, it could be made into a film!

The problem as I understand it is some sort of communal building for some flats has power and light fed from one of the flats and that owner is complaining about the cost of supplying it.

They are the one who is a victim of a crime, are they allowed to put a stop to it?
It's very tricky as the original arrangement may have been an arrangement between the parties involved at the time and subsequent parties may not have access to those agreements, in the case of this thread it was a magistrates order for the circuit to be disconnected. That order was posted in various places (not by me), I was given an official copy as a legal entitlement to disconnect the outbuildings service. I know of 2 situations where a second dwelling has been built for relatives and power is simply taken from the original metered supply, I know one of those simply shares the bill, the other Daddy pays.
