Preparing dead soil/grass to be covered by pallets?

Hi guys, I'm currently renting a house and the garden is terrible, we want to cover this dead area with pallets as we think it's, the easiest and cheapest option and I need advice on how to prepare the ground correctly. My plan is to clear the area, rake the soil, level it off, put some sort of hardcore down and then put the pallets on top. Would this work?

We've tried regrowth with grass seed but the area turns into a bog with a bit of rain to a point where I have to walk on boards to access the shed.

Pallets be pretty rough on kids if they fall on it. Just a thought :)

Plus they have kid feet sized gaps just right for broken ankles
 
If it was my garden, I'd go get a cheap offcut of fake grass. Safer for kiddies and look much much nicer.
 
The pallets I have in mind have no gaps, the fake grass is a thought though
 
Kids knees and a ton of splinters spring to mind when talking about using pallets! :)
