Problem with 3 port valve or controller?

I've got an issue with my heating/hot water in that to get the boiler to turn on: I have to switch the heating on on the controller, then switch the hot water on then off. (This also works the other way round). But, just switching on either the CH or HW will not get the boiler to turn on.

Could this be a problem with the 3 port valve sticking, or is it more likely to be a problem with the controller?
