The difference is summat like 1.015 bar but I haven't bothered to check that so you'd better. I don't remember what it is is ps either; 0 psi absolute = -14.7 psi gauge?
Yes it does in theory, but in practice, there's no real difference with height above sea level or barometric pressure. Changes due to thse are very small compared with the pressures used in plumbing installations.
