Psi gauge; 0 psi is at atmospheric pressure.
Psi absolute; 0 psi is at an absolute vacuum.
The difference is summat like 1.015 bar but I haven't bothered to check that so you'd better. I don't remember what it is is ps either; 0 psi absolute = -14.7 psi gauge?
but doesn't that depend on how high up the manufacturing plant is when they calibrate the guage?
or is it set at sea level?

Yes it does in theory, but in practice, there's no real difference with height above sea level or barometric pressure. Changes due to thse are very small compared with the pressures used in plumbing installations.
Basically 0 psig = 14.7 psia = 0 bar
