Pump running continuously

Daughter's moved into a 5-year-old house with a Tribune HE tank and Danfoss FP/CP715SI programmer.
With the programmer set to off for both heating and hot water, the pump runs continuously and the (gas) boiler fires up intermittently. When this happens neither the radiators get hot nor does the hot water.
It would appear the solenoid valves are working properly, but that the boiler and pump are getting a mains supply from somewhere, or is this expected behaviour from this system?

Likely one of motorised valves is faulty.

It's a gas, condensing boiler, not a combi. She lives some distance away and it could be a while before I visit again to find out.

That narrows it down is it white by any chance?

sounds like you have a motorised valve with a sticking end switch, quite common and easily sorted

When I had that problem with a newly installed Vaillant boiler, the installer had forgotten to remove a link in the boiler. Being a lowly grease monkey, I sorted it out myself while I was waiting for the RGI to return. Ironic and frustrating when you have to put something right that a professional has done wrong and you've paid them to do it right in the first place.

Thanks ianmcd and hertsboilers. I found another thread here with the same Tribune HE pre-plumbed hot water tank as my daughter's. Next time I'm there I'll have a poke around with my meter to try and determine if one (or both) motorised valve actuators are faulty. It seems they're hpa2 actuators and are known to be problematic.
