In Austria, legal limit for winter-tyres (which have to be used ) is 4 mm and there is a second set of TWI marked with a snowflake. It's also illegal to use them in summer (because of the rubber compound ) so you can't wear them out that way ! I really think that the Tyre Manufacturer's Association had a big hand in those regs.
