PVA - tacky or dry?

I've removed all the plaster from my living room walls exposing the brickwork underneath. I'm planning to dot'n'dab the walls, but I've read different things about how you should PVA the walls.

Should I PVA the walls and let the PVA throughly dry before boarding, or should I wait until its tacky before I start boarding?

Use a sealing PVA/water mix (1:5) just to get rid of any dust & let it dry thoroughly; minimum 8 hours & preferably overnight. ;)
