Radiator always warm

I have a Baxi Combi 105e boiler in a two bed terraced house with a toal of five radiators. One of the upstairs radiators seems to constantly be warm, even the boiler is turned to hot water only. I thought perhaps it had been plumbed into the hot water and not the CH, but when the CH is on it get hotter like all the radiators.

Any ideas why it is always warm?

Probably because you've taken most the important bits back for a refund as you didn't want them

could be the one the heat gets dumped to after you run the hot water
