Radiator not bleeding

I have a radiator in the kitchen which is cold at the top and slightly warm at the bottom. I have tried to bleed it but no air or water comes out. Could this be blocked ?

Could be the bleed valve blocked or there is no/little water in system.
 
All other radiators are fully functional, would this be the case if there was insufficient water levels in the system ?
 
then try cleaning the bleed valve, remove nipple, poke with pin, replace nipple, if you're worried about water pouring out turn off both the valves to the rad first.

Turn all other rads off completely, that means both valves, does it get hot now?
 
Turned all rads off and its still the same, I bled it again and it made more of a hiss sound this time.
